Is there any specific regulation on the sale of goods in England? Is England a member of the Convention on Contracts for the International Sale of Goods?

The United Kingdom is a member of the General Agreement on Tariffs and Trade (GATT), but is not a signatory of the United Nations Convention on Contracts for the International Sale of Goods. Sale of goods agreements are governed by the Sale of Goods Act 1979 which, in the leave of absence of express agreement between the contracting parties, will prescribe assumptions relating to transfer of ownership, payment of the price and delivery.
