Estonia - Public Transport Act

On 15 December 2011 the Riigikogu adopted the Act Amending the Public Transport Act and State Fees Act. The amendments primarily concern the rules for access to the international market for coach and bus services. The current requirement of obtaining an Estonian public transport license is abolished and instead, service providers must be in possession of a Community license. Estonian license cards which until now were required for providing coach and bus services and taxi services, are now necessary only for taxi services. Additional and more detailed requirements (e.g. professional competence, good reputation and financial capacity) are introduced for applicants for and holders of Community licenses and for persons organizing transport operations. As a result, the process of applying for documents necessary for international carriage of passengers by coach and bus should become simpler. The amendments became effective as of 1 January 2012.
