Estonia - Public Producrement Act Supplemented

On 25 January 2012 the Riigikogu passed the Public Procurement Act Amendment Act. Special rules are introduced for public contracts in the fields of defense and security in order to open up the defense procurement market to a wider circle of tenderers. By far, this market has been relatively closed. Uniform requirements are set forth for the protection of classified information and security of supply, which must be observed in addition to applicable public procurement rules. The new rules should allow the participation of a larger number of tenderers. The amendments became effective as of 24 February 2012.
