New Postal Act

On 6 April 2006 the Riigikogu passed a new Postal Act. This Act establishes requirements for the provision of postal services and postal service providers, and the procedure for state supervision over universal postal service providers. The previous Postal Act was adopted on 1 January 2002. A new act was needed in order to bring its provisions into full compliance with Directives 97/67/EC and 2002/39/EC and to eliminate shortcomings that had emerged during the implementation of the previous Postal Act. In order to guarantee the provision of universal postal services and protect end users, the Act sets forth license and service notice requirements for providers and specifies the requirements for postal services. Persons who have been granted the right to provide postal services on the basis of a relevant decision issued by the National Communications Board prior to entry into force of this act, must comply with the requirements of the act by 1 October 2006. The Postal Act will enter into force on 1 July 2006.
